Are Telegram Saved Messages private?

Telegram’s regular cloud chats, including Saved Messages, are stored on Telegram’s servers and are not end-to-end encrypted (only Secret Chats are, as of writing). That is convenient across devices, but your stash is readable on their side. Content that must stay yours belongs in encrypted storage on your device.

Is Signal’s Note to Self safer?
